INTRODUCTION

Approaches to monitoring and evaluation (M&E) are changing with the changes taking place in development as a whole. Inevitably, the trend from bilateral towards multilateral aid mechanisms and partnerships will influence the practice of evaluation in coming future. Further, the appearance of global initiatives such as Millennium Development Goals (MDGs) with a focus on poverty reduction are also influencing their part in the development of new evaluation approaches. These changes will surely bring considerable challenges to M&E.
