Professional Development Training and Exposure Visits Program on “Water Legislation in Thailand”, 29 May to 05 June 2016

This Professional Training Program on “Water legislation in Thailand” is specially designed in response to a recent request from the Water Resources Planning Organization (WARPO), Bangladesh. This program is part of the Capacity Enhancement Program for mid-career and senior level engineers and professionals working at the WARPO, Bangladesh. The participants of this program are mainly responsible to plan and implement “Bangladesh Water Act 2013 and the Drafted Rules under it”. The participants will learn how the Thai Government specially the Department of Water Resources (DWR) and other concerned authorities under the Ministry of Natural Resources and Environment (MoNRE) and other ministries are dealing with water legislation and also planning to formulate the new/revised “Water Resources Act BE…….”.

Program Objectives and Learning Outcomes

The aim of this professional development program is to learn from the Thailand experiences on water resources planning and management, and implementation of water act and legislation with respect to that.   

The main objective of this program is to enhance participant’s knowledge and understanding from the Thailand’s experiences on Water Act and Water Legislation for Water Resources Planning and Management with an emphasis on formulation, implementation and overall institutional arrangement.

The participants will learn, among others, how Thai Government has gone through the process of formulation and implementation of Water Resources Act and Water Legislation. There will be opportunities to meet and interact with different stakeholders engaged in present day as well as future water resources planning and management in Thailand from central to provincial level.

After the completion of this program, the participants will gain useful and practical information on acts and regulations for integrated water resources management (IWRM). The participants will have greater understanding and extend their professional knowledge on:

  1. Acts and Legislation in Water Resources Management with regional perspective
  2. Thailand Water Resources Act – formulation processes and progress
  3. Public Hearing in formulation of Water Resources Act and Legislation
  4. IWRM and Water Supply System in Thailand.
  5. Integrated approaches and cooperation among of government agencies and various sectors involved in country’s Water Resources Management.

Program Outline and Delivery

The main focus of this professional development training program will be more towards experiential learning combining sharing experiences, lessons learnt, study and exposure visits. The participants will be able to learn and extend their professional knowledge on water legislation for the practical utilization of their own country’s water resources. The overall content of this professional development training program will have 3 modules combining technical input sessions, study visits and field trips, and finally an integration and presentation session at the end.

The delivery of this professional development training program will be participant centered and the program will use an experiential learning approach to create a highly interactive environment among participants. Lectures/seminars will be from academics and professionals who are actively involved in water resources management sectors. Knowledge sharing and wrap-up sessions will be regularly used to support the participants in better understanding of the linkages of all issues and topics given in the program. Field trips and study visits focused on particular topics and field practices will be complemented by case studies from Thailand and around the region. An Integration and Presentation Session will be conducted at the end of the program. In this session the participants will prepare presentations on lessons learnt and key learning points (KLP) that would bring changes to their organization as they play the role as leaders. Groups will be formed and the participants will be assisted to prepare their presentations and their future course of action in the form of a Group Action Plan/Project (GAP). The content of the group report and presentation will be discussed by the course director and the presentation will be mandatory for participants receiving certificates of successful completion of the course.
